Abstract
The paper develops indexes that measure the variation in relative need among cities for community development funds. The need indexes are used to evaluate and compare the distributions of funds under the displaced categorical programs and the new com munity development block grant program. Alternative formulas are designed that increase the emphasis on those dimensions of community development need ignored by the existing formula.Keywords
