Steps towards the adoption of the Logical Framework Approach in the African Development Bank: some illustrations for agricultural sector projects

Abstract
In 1988 the Operations Evaluation Office of the African Development Bank produced a report which highlighted three specific areas of weakness in completed projects: project design, project implementation and assessment of project effects. Many of the problems experienced could be resolved by adopting the Logical Framework Approach (LFA) and applying it at all stages of the project planning cycle. The introduction of this approach is described and examples given of its retrospective use. The adoption of the LFA enables thoughts to be clarified and makes easier the production of project briefs, and preparation, appraisal and post-evaluation documents.Keywords
