Alternatives to Institutional Care for the Elderly and Disabled

Abstract
Studies in Massachusetts and elsewhere have found a significant number of elderly and handicapped persons confined to nursing homes although they are not in need of sheltered nursing care. Lack of basic supportive services inthe home and community account for much unnecessary institutionalization. A demonstration project is being undertaken by the Massachusetts Department of Welfare to provide personal care services to a target population. Preliminary estimates indicate favorable cost differentials; after initial expenses it is believed that a wide range of services can be provided within current fiscal restraints.
