Abstract
From the diagnosis that public sector organisations have been too monolithic, with too cosy a relationship between specifiers and providers of services, has emerged a set of policies for the de‐coupled organisational form. A comparison with the Swedish public sector, which has long experience in this area, suggests that this solution may throw up other problems during the next decade.Keywords
