Abstract
We present results of optical experiments which demonstrate that in a strongly scattering medium containing resonant scatterers the velocity for electromagnetic energy may differ by an order of magnitude from the phase velocity. We derive a microscopic theory that yields an expression for this velocity. Discrepancies are removed, and excellent agreement is found between experiment and theory. Keywords
