Abstract
Results of a distorted-wave calculation of the cross section for rotational excitation of by slow electrons are given for electron energies ≤1 eV and a large range of values for the electric quadrupole moment. Use of the observed quadrupole moment leads to disagreement with observed energy-loss rates.
