Abstract
The author elaborates his general theory of the relation between learning and human ability, with learning as a particular case of transfer. He emphasizes environmental factors in the formation of abilities, and infers that different cultural environments lead to the development of different patterns of ability. Abilities emerge through a process of differential transfer.Keywords
