Abstract
General features are calculated for excitation of non-normal parity states in pion scattering on -shell targets. Detailed distorted-wave impulse approximation results are given for and related to effects of nuclear structure. Approximate formulas are deduced and applied to the region of excitation energy from 10 to 23 MeV. Calculations for () in this region are included.
