Criteria for the conceptual design of the proposed Thorium Fuel Cycle Development Facility to be located at the Oak Ridge National Laboratory were established and are presented. In addition, conceptual layouts of the building and equipment are included. Reference fuel elements and processes that were selected as a basis for developing criteria for the facility are described.
