The propagation of an oblique electron thermal mode without boundary effects below the electron plasma frequency is confirmed experimentally and theoretically in a magnetized plasma using ray velocity surfaces. Furthermore, the refractive effects of the mode in an inhomogeneous medium are investigated. Keywords
