A city center is given with automobile travel demand expresed by spatially related trip ends during a given period of time. Included is a set of possible locations for off-street parking development. The major proposition is that parking potential at a point can be derived by considering the parking process as a distribution process. A parking distribution model is constructed to describe a parking system. This model can be extended to locate parking facilities among a number of possible sites. A site is chosen if the parking potential is commensurate with the cost of land to make a parking development feasible.
