Abstract
This chapter deals with recommendations based on HIA and writing reports. Whether the HIA should recommend a preferred option (bottom line) or merely lay out the impacts under all options is debated. Criteria are proposed for prioritising of impacts. The ways of making proposals for mitigating negative impacts, and for enhancement of positive impacts as well as suggestions for monitoring outcomes are described. The meaning and use of the precautionary principle is discussed. Finally how the HIA report should be written, what it should contain and how it should be presented are described.
