Abstract
A dynamic programming model is presented for determining the optimal capacity expansion patterns for waste‐to‐energy and landfill facilities over time. A capacity planning methodology incorporating both the dynamic programming model and a simulation model is described. Model validation issues are addressed, and experimental results for a variety of waste management conditions are presented and discussed. The developed capacity planning methodology is applied to a municipal case study problem to illustrate the potential utility of the modeling approach.Keywords
