Abstract
In a recent article, Piccone discussed some of the emerging social conflicts between the New Class (the technocratic-bureaucratic managerial elite) and the people it is supposed to manage. He neglected to mention, however, the emerging conflicts within this elite. In particular, the New Class manages an administrative state which is becoming increasingly difficult to manage. In brief, the US government is over-administered, but under-managed. Its senior- and middle-level management is over-stretched because of the libraries of rule and regulation it is meant to administer. Management of the government bureaucracy has become increasingly problematic, especially where management has not expanded as fast as the rules and regulations to be administered.
