Abstract
A method proposed by Koglin has been used to find an optimal measurement system for static state estimation in the Norwegian high-voltage transmission network. The method is extended in order to obtain a more robust solution in situations with loss of measurements and bad data, and to reduce the computational effort required. The significance of choice of estimation method, load flow situation and network topology is discussed. In addition the optimal measurement system has been compared with manually designed and arbitrarily generated systems.
