Three types of surface waves on liquid He were observed with high precision by a new method using a capacitive technique and phase locked loop. This method is not accompanied by any energy dissipation and is consequently suitable for experiments at ultralow temperatures. We demonstrate measurement of the capillary wave velocity to obtain the surface tension of bulk liquid He.
