State Estimator Measurement System Reliability Evaluation -- An Efficient Algorithm Based on Topological Observability Theory

Abstract
This paper extends the authors' topological theory of network observability to develop an algorithm for the evaluation of the reliability of a measurement system for state estimation. This reliability evaluation algorithm is designed both to meet the demands of life-size systems and to provide information necessary for measurement system design improvement. The algorithm is applied to a 137-bus, 200-line system to demonstrate its effectiveness.
