Implementing Community-Based Long-TermCare: Experience of New York's Long Term Home Health Care Program

Abstract

This paper describes the process of implementing the New York State Long Term Home Health Care Program (LTHHCP) during its initial 3 years of operation. Overhalf the states arecurrently establishing community-based long-term care programs (under Section 2176 of the Omnibus Reconciliation Act of 1981) that are often very similar to the LTHHCP. Sponsors of these programs should be aware of the New York State experience with regard to the needfor program flexibility and the length of time required for start-up and implementation.
