Abstract
In making economic comparisons of alternative facilities, decisions are required as to what operating and maintenance cost items are to be included in the comparisons. This paper suggests a criterion for making these decisions and lists several cost items that should be considered. Three companion papers treat other related cost problems.1,2,3Keywords
