Abstract
The spectral characteristics of small-scale refractive-index fluctuations, in elevated layers of large variance, have been derived from refractometer measurements. Assuming incoherent scattering, the values of the appropriate Fourier component in the spectra afford an adequate explanation of the intensity of layer-type echoes observed with vertical-incidence, 10cm-band radar.
