Abstract
At present, managers in the public services are located somewhere along the learning curve in the use of performance indicators. As systems bed down, it ought to get easier. At that point, however, political attention and support often fades, and managers learn how to manipulate the indicators for their own purposes. The dynamics of this process need careful examination. Keywords
