Abstract
This chapter focuses on the place of mobile communication within the four-tier democratic process, including civil society, governmental establishment, and mediated communication. It presents the role of mobile communication in providing freedom of expression to people regarding their political opinion and making it known. The chapter discusses proactive Mittelbau, which can be defined as opinion-formation and action embedded in the civil society along with the important role the Internet and mobile communication played in the refinement of proactive Mittelbau. It shows that although mobile communication helps people keep in touch continuously, it invites political detachment, as phones are mostly used for family life, emotional, and social support. The chapter also highlights the transformation that mobile technology has brought into the functioning of an individual, which indirectly affects the democratic process.
