Abstract
Electron paramagnetic resonance of : shows that the fluctuating random strains in this system are due to long-range interactions between Jahn-Teller ions. The fluctuations sharply slow down at low temperatures and the strains may be considered "static" in the time scale ( sec) of the experiments.
