Abstract
I show that parton transverse-momentum effects can be included in factorized quantum-chromodynamics inclusive cross sections, but that factorization is maintained only if the transverse-momentum variable which is held fixed is independent of the scale of the parton momentum. I also emphasized that other nonperturbative effects can be just as important as the transverse momentum. Keywords
