Abstract
For a system of electrons confined to a thin but finite layer, the nonlocal frequency-dependent dielectric tensor is constructed in the random-phase approximation and used in the Maxwell equations to study the electromagnetic properties. Retardation effects are negligible if the thickness of the electron layer is small compared with the wavelength of the electromagnetic wave. Keywords
