Abstract
A response to the criticism of medical research is given with an explanation of the nature and justification of well-designed medical research, the calculation of risk and benefit and the design of methods to maximize its potential for gain. A bureaucracy of regulation incurs the risk to society from the regulation of medical science that outweighs the risk to subjects in experimental studies. Surveillance of the ethics of the research community is necessary.
