Administrative Elites in Multiethnic Polities

Abstract
The experience of multiethnic empires (Habsburg, Russian, and Ottoman) can be especi ally instructive for contemporary polities. Although all three of these historical adminis trative types were ultimately unsuccessful, informed statesmanship in different historical conditions might have adapted parts of the models they provided, notably the integration of administrative recruits with differing patterns of socialization derived from diverse ethnic cultures.Keywords
