Abstract
A recent analysis of (+-) dipion production indicates that the extrapolated production cross section does not vanish at as it would for one-pion exchange. We present a model for this phenomenon in which the spin and dipion mass dependences of the background are simply parametrized. This suggests a new prescription for performing Chew-Low extrapolation.
