The enabling practices scale: The development of an assessment instrument for disability services

Abstract

Parental empowerment is widely regarded as a desirable outcome from the provision of disability services. However, although the theoretical literature gives direction as to the enabling service practices likely to lead to empowering outcomes, there has been little or no empirical work to test these assumptions. This paper reports the development of an instrument to measure the level of enabling practices used by disability services.
