Abstract
A microscopic semiphenomenological theory of ionization is described and compared with newly available experimental data. The theory assumes that the substrate electrons around the point of ejection are excited by the collision process and have a very high effective temperature. Formally, the approach is similar to that developed by Overbosch et al. to interpret the Na scattering data. Keywords
